Jacqueline Cottrell

Since 2009, Jacqueline has worked for Green Budget Europe (GBE) project – a European expert platform to disseminate information about and promote Environmental Fiscal Reform and Market-Based Instruments for the environment, where she is currently senior policy advisor. She has also worked for GBE’s parent organisation, the German NGO Green Budget Germany (GBG) since 2004.

Jacqueline has worked in the field of environmental economics for over ten years and works as a freelance environmental policy consultant for numerous international organisations, including GIZ, IISD, UNOSD and the World Bank. She co-developed for GIZ, and regularly runs, a capacity building training course on Environmental Fiscal Reform for poverty reduction in developing, transition and emerging economies. Her research interests include the political economy of EFR, policy communication, and behavioural psychology as a means to improve policy design and messaging.

Jacqueline has organised and contributed to numerous capacity building training courses, international conferences, symposia, seminars and workshops on the topic of Environmental Fiscal Reform and economic and fiscal instruments for environmental policy. She has published widely in the field of environmental economics and sustainability, including as lead author of Green Revenues for Green Energy (IISD and CNREC, 2013), and as co-editor of Critical Issues in Environmental Taxation, Vol VI (Oxford University Press, 2009).
